This beach is a cheap lovers delight, packed full of free things to do. First off, Sundays in February are free at the Santa Monica Pier Aquarium. Usually it is a $5 suggested donation (and minimum fee of $3), still making it an incredibly cheap date.

Small as it is, the aquarium features live sharks, jelly fish, eels, and many other sea creatures, including a touch tank for your sea-creature-fondling pleasure. Keep in mind the aquarium closes at 5pm so don't come too late. For more info click

Secondly, it's the beach, so feel free to make a day out of your date by packing your swim suits and a little picnic. Or if you are limited on time, at least take a walk down the pier or along the beach during sunset. It's a great way to spend time without spending money.

Thirdly, you don't want to miss the third street promenade street performances, just a few blocks north east of the pier. You can usually find an array of musicians, artists, circus performers, and dancers. It's free to watch, but be weary of staying too long as the performers get cranky without seeing some cash. Many of them close up shop when the sun goes down, so make sure you get there in time.
Lastly, if you are tired from a long day of walking, and have no shame, stop by Brookstone on the corner of 3rd street and Arizona to test out the message chairs and multitude of other comfort devises.
As for parking, there are several parking structures along 4th street that offer free parking for the first 2 hours, and if I remember correctly there is also free residential parking along California Avenue if you are willing to walk.
